HHS Offices That Support AFI Grantees

An AFI grantee’s relationship with HHS doesn’t end with its grant checks. Grantees receive comprehensive support for their IDA projects in a collaborative effort of three HHS offices:

• AFI Resource Center/Office of Community Services (OCS)
• Office of Grants Management (OGM)
• Division of Payment Management (DPM)

AFI Resource Center/Office of Community Services

OCS is the lead office that administers the AFI program, home to the AFI Program Manager and staff. OCS' role includes managing grant competitions, awarding grants, developing program policy, providing guidance and interpretation of program topics and issues, monitoring grantee progress, and otherwise ensuring that grantees succeed with their IDA projects.

OCS created and manages the AFI Resource Center, which provides AFI grantees and their partners high-quality training and assistance to manage their IDA projects. The center sponsors many events throughout the year, including training academies, webinars, and conference calls.

Contact the AFI Resource Center with specific questions about managing an AFI project, including: 

• Acceptable uses for AFI IDAs
• Preparing annual Data Reports
• Program design issues and changes
• Requesting onsite training or technical assistance
• Registering for a webinar or academy
• Completing progress reports
• Requesting a no-cost extension of the project period
• Program evaluation
• Annual Report to Congress on the status of the AFI program

Office of Grants Management

OGM's Grants Management Specialists assist with technical aspects of AFI grants, including fiscal and narrative reports, drawdown requests to access Federal grant funds, and requesting no-cost grant extensions.

Contact OGM for assistance with:

• Drawdown requests to access grant funds (for grants awarded before July 1, 2007)
• Updates related to personnel or other fundamental details of an AFI grant listed in the NoA, such as the grantee name or authorizing official
• Submitting official original copies of Fiscal Reports (SF-269) and Narrative Progress Reports.

Please submit copies of all correspondences with OGM to OCS.

Division of Payment Management

DPM works in partnership with OCS and OGM to support AFI grantees with issues related to Federal grant funds.

Grantees and the AFI Resource Center work with DPM to:

• Establish the electronic funds transfer process using the 1199A form
• Access grant funds (for grants awarded after July 1, 2007)
• Return unused Federal funds at the end of grant period
